The Oregon IDA Initiative helps build hope for Oregonians with low incomes. It is one of our best tools to improve financial prospects for Oregon individuals and families with low incomes. It is flexible and supports the unique approaches of culturally specific, rural, and urban partners as they work to build better futures in their communities. It helps meet state goals including reducing disparity by race and ethnicity, increasing homeownership in communities of color, and supporting micro entrepreneurs.
Because of changes in federal tax law and IRS code, the Initiative is facing significant funding cuts. Action in 2019 (HB 2164) partially addressed these threats but the cuts will be significant. We need action in the 2020 session to keep the IDA Initiative working in Oregon. This will be a combination of General Fund dollars, changes to the tax credit statutes, and other actions.
